I have the honour to enclose herewith copy of a
correspondence which has passed between the Governor of
Hongkong and myself and the British Consular Agent at
Koepang, on the subject of the manufacture and exportation
of prepared opium in Portuguese Timor.
I presume that Mr.Pilliet, when he transmitted the
application contained in his telegram of January 22nd, was
not in possession of the facts set forth in his letter of
the 10th April.
I have written to him to say that if he had this
information at the time he should have passed reportel it
fully to me, when I should not have transmitted the
application to obtain opium to the Government of India without referring to you.
